What's the difference between a 'Block' and a 'Challenge' rule?

A 'Block' rule immediately denies access to the requested resource. A 'Challenge' rule presents a verification step (like a CAPTCHA) that the user must complete before access is granted. Challenges are less disruptive to legitimate users than outright blocks.
