What are the limitations of simply blocking IP addresses as a DDoS mitigation technique?

Blocking IP addresses is a reactive measure and often ineffective against sophisticated attacks using botnets. Attackers can easily change their IP addresses, rendering the block useless. It also blocks legitimate users who happen to share an IP address with an attacker.
