Yes, low gas pressure can certainly cause flame failure. A Gas Safe registered engineer can use a manometer to measure the gas pressure at the boiler's inlet and outlet to ensure it meets the manufacturer's specifications. If the pressure is too low, the gas supply needs to be investigated further.
