Can I remotely access a printer showing 'Offline'?

Generally, no. If a printer is showing 'Offline', remote access is unlikely to work. Remote access requires the printer to be online and responsive. However, some printers have features that allow you to check their status remotely, even if they're offline, through a management console or web interface.
