Does Cloudflare monitor website content for abuse, or just network traffic?

Cloudflare primarily monitors network traffic for malicious activity and abuse. However, they may also review website content if there's a reasonable suspicion of illegal activity or a violation of their Terms of Service, particularly if reported by users or detected through automated systems. They generally don't proactively scan all website content.
